In the start -up phase, which extended from June 9th to August 5, 1950, six broadcasters merged: Northwest German radio (NWDR), the Bavarian Radio (BR), the Hessische Rundfunk (HR), Radio Bremen (RB), Süddeutscher Rundfunk (SDR) and the Südwestfunk (SWF). The first constituent meeting of the articles took place on August 5, 1950 in Munich. As early as January 1952, a joint television program was decided that was launched on December 25, 1952 as "German television".

But public service broadcasting faces challenges. In a rapidly changing media landscape, the ARD is faced with internal scandals and the loss of confidence of the audience. According to a survey, only 53 percent of those surveyed trust the ÖRR, a significant decline in 17 percentage points since 2020. The reforms that are being planned are intended to help the public service broadcasting to become more digital and slimmer and to increase acceptance among citizens. As early as December 1, 2025 However, one remains clear: public service broadcasting is an indispensable part of the democratic landscape in Germany. He was crucial for the development of television in Germany, which began in 1952. The ARD not only sent the first television pictures, but was also able to design the change from black and white on color television. From the introduction of video text in 1980 to the establishment of innovative media libraries and apps such as the ARD Audiothek - the development is continuously progressing.

The ÖRR has created a variety of programs and content that shaped public life in Germany in the past 75 years. In the future, too, it will be important to reach the audience and at the same time make a helpful contribution to opinion formation.
