Construction projects in Bremen: New building in Obernstraße until 2027!

In Bremen city center, there are delays in the construction of a new commercial building that is being built between Obernstrasse and Lloydpassage. Completion, originally scheduled for mid-to-late 2026, is now expected in 2027. Mirko Domke from Pro Managed Consulting (PMD) states that the opening can be expected “at the beginning of 2027 at the latest”. This will be particularly important for the Stay Kooook hotel group, which plans to open its new location in the second quarter of 2027. The project, presented by the HD Group from Berlin, was originally planned for early 2024.

The building area covers around 1,200 square meters and provides for a seven-story property with around 7,700 square meters of gross floor area. A variety of uses are planned: In addition to a hotel, office space and retail space will be created on the ground floor. A Rossmann branch will move in there, but the closure of the nearby branch at Hanseatenhof remains unclear. The building permit was granted in November 2022, but since then there has been no significant progress for two years.

Delayal reasons and challenges

On the one hand, the various delays are due to unforeseen static connections to neighboring buildings. Special approvals for the removal of the demolition material are currently also required, which continues to be the construction work. At least the demolition of the old structure started in April 2024. However, Domke is optimistic that the construction can now progress quickly.

A significant step has already been taken: minor civil engineering work, which was saved by using the existing basement of the previous building, promises a faster pace of progress. Nevertheless, cavities and old pipe passages under the floor must be statically checked and partially filled. The first visible sign of progress is the crane foundation that has already been poured into the floor slab. The building is built around the crane, with openings in the floor slab having to be closed afterwards.

General challenges in construction

The Bremen project is not the only one that is struggling with difficulties. In Germany, construction projects are increasingly being delayed by laws and legal proceedings, which endangers the completion of many projects. Bureaucracy experts have been warning about such delays for years and calling for measures to increase planning security. For example, the Danish model was discussed, in which everyone involved comes together at the beginning of a project to clarify possible conflicts. Such approaches could also benefit Bremen's construction projects by reducing the possibility of objections and shortening the duration of proceedings.

A number of successful construction projects have stalled due to such bureaucratic hurdles. It remains to be seen whether this will change in Bremen. The focus is now on the rapid continuation of the new construction between Obernstrasse and Lloydpassage, where the need for commercial space and accommodation remains high.
