The CDU in Bremen has a lot planned: Under the leadership of Wiebke Winter, the new parliamentary group leader, the party is aiming to take back the town hall. The 29-year-old has been a member of the CDU's federal executive board since 2021 and has brought a breath of fresh air into the party by founding the “Climate Union”. In June 2025 she was elected parliamentary group leader and sees this as a great honor.
Winter is active in grassroots work and does not avoid direct contact with citizens. She meets regularly with residents and business people in Gröpelingen to talk about topics such as safety and cleanliness. These meetings attract between 20 and 25 participants, including advisory board members. Her attentive nature is well received by citizens because she wants to listen to their concerns and offer solutions. One of Winter's main concerns is improving the security situation, which she perceives to be of great concern. In the community, she discussed intensively with Interior Senator Ulrich Mäurer in order to better equip the police and reduce the number of crimes.
Vision for Bremen's future
With a view to the coming elections, Wiebke Winter is focusing on increasing the CDU's votes. According to a survey from April 2023, the CDU is currently at 22 percent, close behind the SPD, which is at 25 percent. Their goal is to achieve at least 30 percent of the vote in the next general election in 2027. To achieve this, she plans to concentrate the CDU's opposition work on issues such as security, the economy, infrastructure and education. However, she rules out cooperation with the AfD and emphasizes that she would prefer to exchange ideas with other democratic parties, leaving the left out.
Heiko Strohmann, the state chairman of the CDU, supports Winter in her mission and is relying on a clear strategy to win votes by 2027. This includes consistent criticism of the current government under Bovenschulte. Winter is aware of the challenges: gaining the trust of voters takes time and requires highly concentrated work. That's why her working day starts early and ends late.
A new chapter in politics
Wiebke Winter and her predecessor Frank Imhoff sought a generational change in the CDU parliamentary group. Even though Imhoff did not resign voluntarily, Winter is determined to bring a breath of fresh air into the party. In her efforts to take over the leadership of the opposition and offer citizens a meaningful political alternative, she feels it is her duty to prove herself as a leader. She is always ready to consider running as a top candidate, even if the time has not yet come.
Winter has a doctorate in law and therefore brings with her extensive experience from various committees, including the Budget and Finance Committee and the Committee for Federal and European Affairs, where she will be actively involved in Bremen's issues in the future. Their commitment and active communication with citizens will be crucial in overcoming the challenges in Bremen and regaining people's trust.
